A influência dos clusters de moda do sul do Brasil no desenvolvimento de um território , sob o contexto do sistema regional de inovação e da sustentabilidade

Abstract

The Regional Innovation System configures as a policy for the arrangement of actors within a system toward the development of innovation and sustainability within a territory, built through a network of actors and the companies, located in the region, in the center of the network. The interaction between fashion clusters with the Regional Innovation Systems under the light of the principles of sustainability, is a theme that involves complex variables, but which is fundamental for competitiveness in times of global competition. Thus, the study aims to analyze the effective application of RIS concepts and the promotion of sustainable territorial development by Brazilian fashion clusters. The current research has an exploratory-descriptive objective and will use qualitative analysis methodology. As far as research procedures are concerned, bibliographical, bibliometric and field research are used as field survey instruments and semi-structured interviews. The study has shown that all the actors in the sixfold helix are present in the territory and act, on some level, within the fashion cluster. In the State of Paraná the Institutional Organisms are considered the most active and the Governmental Institutions the least. In the State of Santa Catarina the Institutional Organisms are also acknowledged as the most present and active, being the Governmental Institutional actor criticised by some actors and considered active by others. In the general context in both regions, there are difficulties in interactions, and the RIS governance isn’t wide. The cooperation and trust are elements frequently mentioned by the Santa Catarina actors, whilst in Paraná it is seldom mentioned. The interaction isn’t effective and innovation and sustainability are treated as complementary, being Santa Catarina more effective and acclimatised to sustainable practices. We conclude that the Regional Innovation System according to the patterns of the sixfold helix is not implemented in neither of the regions, there is some level of interaction, however both lack the central elements: communication, synergy amongst the actors, knowledge exchange and particularly in Paraná, lack of cooperation and trust.
