Abstract

This paper presents the results of a survey where we discuss aspects of the continuing organizational actions in the municipal government before the next change of local government. On the other hand, the phenomenon of discontinuity has the power to stop significant achievements accomplished by a team trained and working together. This phenomenon of discontinuity results in loss of time, energy, public resources invested, and the dissatisfaction of the target audience - the population. This work aims to not only identify existing processes, but also propose a manual and work instructions, so that it serves as a parameter for the current management and also to the team after the change of municipal government. Were used to perform this work the literature searches and field. Thus, the methodology developed describes all the essential tasks existing in the host institution in order that these processes have never been described before, where data collection was done by filling in forms and meeting with employees. On this assumption and the actual concern with the continuity of public organizational actions, proposed as a contribution, the implementation of manual labor in the House Transitional Alto Ribeira Valley, this institution belonging to the Municipal Promotion and Welfare of Apiaí. This is a suggestion for structuring procedures flows of existing processes at the host institution, so that this map can also give support to the next work team in 2013.
