Análise de uma ferramenta de fiscalização de convênios e contratos de repasse de prefeituras municipais: Siconv

Abstract

This research will give a direction out of the habitual use of Siconv - System of agreements and federal government transfer contract - where the transfer of financial resources is systematized and distributed among the members of the Public Administration through an agreement of wills that aims at achieving common goals, establishing a joint efforts to make the same public interest. It was addressing a function that escapes, to the managers of low vision, the main objective, but can be an effective tool, if properly managed and utilized for the internal control procedures of the authority necessary to fulfill the funding process of financial resources in a city hall. In this context we discuss some supervision’s tools, however are not, for a public manager, as effective regarding customization of processes and procedures in a municipal government. Thus, although the Siconv exists with the purpose of disciplining voluntary instruments of transfer between the Union and other legal entity, including the whole process of management agreements and transfer contracts, will be propose and treated in this research, in addition to their specifics functionalities, as the supervision tool, control and adaptation of internal procedures of a municipal city hall to achieve excellence in governance and fulfill the demands of society, consequently the promises of government from public municipal manager.
