Transparência e ética na gestão pública no Brasil: tópicos para reflexão

Abstract

The thematic of this work was the transparency and the ethics in the public administration, is aiming at the analysis of the managers' performance according to the legal regulation. It tried to understand as the ethics it can be used to contribute with the administration turning her more efficient and transparent. As objective generates it was aimed at in the importance of the ethics in the public administration, unfolding the subject in smaller specific objectives in order to explain about the public administration in the Brazilian municipal sphere. To reach the conclusion the Brazilian managers' behavior it was meditated, it tried to identify the posture, considered ideal so that the public administration is effective and transparent, besides clearing what is public administration and your beginnings in order to elucidate the ethical proposal that surrounds her. Through bibliographical research it was possible to understand that legal devices exist to force the public manager to accomplish your activities in agreement with the ethics and in a transparent way, however, it was also discovered that same having legal demand, Brazil didn't still move forward efficiently in that territory. There are cheap and effective communication mechanisms for the information to arrive to the society and this, retribute, aiding in the improvement of the public machine, however, such mechanisms are not still used thoroughly by the public administration. The road, as the research allowed to end, it is a change culture for a more transparent administration, based in planning and control, as well as in the installment of information and popular participation, culminating, mainly in the responsability of the offenders anti-ethical of the public administration.
