Estrutura tarifária nos serviços municipais de saneamento

Abstract

This research aimed to analyze and discuss the structuring elements that express the adoption of differentiated tariff policies due to compliance with existing legislation and public policies. In this perspective, the general objective was to analyze the current way of charging for the water supply and depletion services of the Inter - municipal Water and Sewage Service of Capinzal and Ouro - Simae, with a view to environmental sustainability. The vast majority of providers still maintain the format of the time of the National Sanitation Plan - Planasa for the collection of the services provided. This model is considered incoherent against the social demands of our country and the principles of sustainability, since it does not refer to the rational consumption of water resources to minimize environmental impacts. By law no. 11.445 / 2007, the economic and financial sustainability of sanitation systems and the promotion of social development is an indispensable requirement to be met, and the provision of services must be linked to the principles of efficiency and sustainability through the collection of services to enable implementation principles and guidelines of universality, equity and integrality. The study used documentary methodological research tools. In this way, the study was divided into two phases, the first one adopting documentary analysis and questionnaire application to the service provider as a data collection technique. The second phase adopted content analysis as a method and technique of investigation in three stages: pre-analysis, material exploration and data inference and interpretation.
