| Resumo: | A utopia do crescimento econômico infinito depende hoje dos plásticos como meio para acelerar o ciclo do capital, na medida em que servem precisamente aos pressupostos necessários para operar uma contração planejada do valor de uso das mercadorias sem que os custos de produção sejam afetados: quanto menos dura a utilidade objetiva e subjetiva de um artefato, mais rápido se consome outro e, com isso, se realiza o ciclo do capital em um menor período de tempo. Nesta conjuntura, a produção e os impactos causados pelos resíduos plásticos tornam-se um impasse socioeconômico e ambiental não apenas para a administração pública dos municípios, mas também para os empreendimentos autogeridos pelos catadores: dada a diversidade físico-morfológica dos resíduos plásticos, suas densidades tecnológicas e volume gerado. Dessa forma, esta pesquisa apresentou como tema a organização territorial da cadeia valor da produção de resíduos plásticos de Curitiba. A produção de resíduos plásticos corresponde a 22,21% do volume comercializado pelas associações e cooperativas de Curitiba e representa, em média, 43,43% da movimentação financeira desses empreendimentos. Nesse sentido, a partir das reflexões levantadas ao longo da tese, o presente trabalho respondeu a seguinte problemática: como se configura territorialmente a cadeia de valor dos processos socioeconômicos de produção de resíduos plásticos das cooperativas e associações de catadores de materiais recicláveis da cidade de Curitiba? Para tanto, tornaram-se objetivos específicos do estudo, em primeiro lugar, analisar a configuração territorial dos fluxos de resíduos plásticos; em segundo lugar, analisar a governança da cadeia de valor que se organiza a partir dos resíduos plásticos; e, por fim, analisar os preços dos materiais plásticos ao longo da cadeia produtiva. Para atingir os objetivos propostos, a pesquisa foi sustentada metodologicamente pelo uso de entrevistas semiestruturadas e não-estruturadas realizadas em 31 organizações, pela análise bibliográfica e documental de dados primários e secundários de 36 cooperativas e associações. Os relatórios analisados correspondem ao período entre setembro de 2019 e dezembro de 2020. Portanto, a tese caracteriza as organizações que compõe o setor produtivo de resíduos plásticos, suas atividades produtivas, a forma como geram valor, as alterações de preço que ocorrem ao longo da cadeia e, por fim, aponta para como as relações de poder estão estabelecidas entre esses atores. Concluiu-se que a maior parte das organizações estão concentradas em um cinturão na região mais ao sul do município que é, também, um dos lugares mais pobres de Curitiba. Ficou evidente também que há uma incidência muito maior de duas empresas em relação às demais sobre a organização produtiva e a precificação dos materiais. Também é possível afirmar que a cadeia de valor dos plásticos é profundamente influenciada pelas grandes empresas produtoras de plástico virgem e pela indústria petroquímica como um todo, já que ambas condicionam os preços dos materiais. |
| Abstract: | The utopia of infinite economic growth today depends on plastics as a means of accelerating the capital cycle, as far as they serve precisely the necessary assumptions to operate a planned contraction of the use value of goods without affecting production costs: the less the objective and subjective utility of an artifact lasts, the faster another is consumed and, therefore, the capital cycle is carried out in a shorter period. In this context, the production and impacts caused by plastic waste become a socioeconomic and environmental impasse not only for the public administration of the municipalities, but also for the undertakings self-managed by the collectors: given the physical-morphological diversity of plastic waste, its densities technologies and volume generated. Thus, this research presented as its theme the territorial organization of the value chain of plastic waste production in Curitiba. The production of plastic waste corresponds to 22.21% of the volume sold by associations and cooperatives in Curitiba and represents, on average, 43.43% of the financial transactions of these enterprises. In this sense, based on the reflections raised throughout the thesis, the present work answered the following problem: how is the value chain of the socioeconomic processes of plastic waste production of cooperatives and associations of collectors of recyclable materials in the city of Curitiba configured territorially? Therefore, the study's specific objectives were, firstly, to analyze the territorial configuration of plastic waste flows; secondly, to analyze the governance of the value chain that is organized from plastic waste; and, finally, to analyze the prices of plastic materials along the production chain. To achieve the proposed objectives, the research was methodologically supported by the use of semistructured and non-structured interviews carried out in 31 organizations, by bibliographical and documentary analysis of primary and secondary data from 36 cooperatives and associations. The analyzed reports correspond to the period between September 2019 and December 2020. Therefore, the thesis characterizes the organizations that make up the plastic waste productive sector, their productive activities, the way they generate value, the price changes that occur throughout the chain and, finally, points to how power relations are established between these actors. It was concluded that most organizations are concentrated in a belt in the southernmost region of the city, which is also one of the poorest places in Curitiba. It was also evident that there is a much higher incidence of two companies than the others on the production organization and pricing of materials. It is also possible to state that the plastics value chain is profoundly influenced by the large companies that produce virgin plastic and by the petrochemical industry, since both condition the prices of materials. |
