Análise do impacto da implantação de observatórios sociais em municípios do estado do Paraná baseada em indicadores de gestão pública de longo prazo

Abstract

Because of the growing awareness of the population, instrumentalized with the advancement of legal frameworks, some spaces, or Non-Governmental Organizations (NGOs), appeared in civil society whit the purpose of monitoring public actions carried out by governments and municipal rulers. One of these organizations, already very widespread, is the Social Observatory of Brazil (SOB or OSB in his Brazilian initials), who has the objective of monitoring public purchases at the municipal level, acting preventively in the social control of public spending’s. In order to achieve those goals, the OSB proposes the construction of public management indicators, based on budget execution and social indicators of the municipalities, só that it is possible to assess the progress of these indicators within the municipalities, and to compare municipality’s whit similar characteristics. This work proposes to compare the results of the implementation of Social Observatories in a group of municipalities located in the Paraná State through some Public Management Indicators (IGPs) proposed by the OSB Network. More specifically, the purpose is to compare the data available at the base-year adopted and the recent scenario of a group of municipalities with Social Observatories and a group of municipalities without Social Observatories. After that, verify possible results considering the variability of conditions faced in each municipality that had the institution implanted and the period analyzed. The groups were selected based on available public data covering the period from 2015 to 2018, totalizing four years and four fiscal years. The comparison was made based on LongTerm Public Management Indicators (IGPs – LP, in the Brazilian initials), presented by municipalities of similar sizes, in order to assess the impact of the implementation of social observatories on some of these indicators. The results obtained indicate that, in the analyzed period, only the implantation of social observatories have not the power to cause significant variation over the Long-Term Public Management Indicators currently used by the OSB. However, in context with the researched literature, it was possible to assess that the role of Social Observatories in the municipalities, in the most diverse areas of their performance, is very important. Despite the fact that the analyzed period may be insufficient, it was possible to conclude that the Long-Term Public Management Indicators (IGPs-LP) currently used by OSB, although contributory, still lack of reflection and development to fulfill their purpose and really measure objectively improvements in municipal management.
