Uma análise histórica e teórica da meritocracia dentro da Administração Pública brasileira e a sua aplicação dentro do Tribunal de Justiça do Paraná

Abstract

This study primarily aimed to examine the historical foundations of our bureaucratic structure through a specific historical event , the arrival of the royal family to Brazil and how it historically was reflected in the current administration . After , we analyzed the structure of liberal theory in order to understand how the principle of individual effort characteristic of liberalism could or should be applied within the Australian public service . Conducted this preliminary study was designed to build , uniting the historical and theoretical part , within the teachings of Max Weber on bureaucracy in order to understand how it is structured in Brazil . As a result of the study is searched to establish the fundamentals of the Brazilian government and compare it with the administrative standards of the Court of Paraná and finally analyze about any fault in that structure. This study was done by examining the possibility of applying the foundation of meritocracy within the Court of Paraná . For this objective to be achieved will be an assessment of the structure of the Court as well, the questionnaire will be used in order to analyze the opinion of the Special Courts of Maringa servers on the following topics : compensation , incentive qualifications , recognition of the effort performed within the public sector , performance of the National Council of Justice and ultimately , the quality of provision of service to society . From this research , an analysis of the results presented in order to know whether the recognition was performed there or not by individual effort of each server within the administration of the Court of Justice of the State of Paraná
