A participação das associações de amigos de bairro na gestão pública municipal: um estudo de caso do bairro Villa Branca em Jacareí, SP

Abstract

The accomplishment of this work allowed the condensation of specific technical knowledge in a practical action, directed to the recognition and analysis of a Brazilian territorial reality, evaluated from the precepts of the legal public administration and the practical evaluation of a popular organization located in a neighborhood of the municipality of Jacareí, SP. The data obtained were obtained from the case study of the association of residents of the neighborhood Villa Branca and a field study based on the application of a semi-structured interview to the coordinator of this entity. The results were contextualized by bibliographical surveys that were decoded by the knowledge obtained during the Specialization Course in Municipal Public Management (UFTPR - 2017), and validated by the professional, regional and personal experience of the researcher in charge. The research findings point to a low popular representation through organized civil society from associations of neighborhood friends in the municipality surveyed. This phenomenon was observed by the reduced number of this type of associations regularized and recognized by the local public power and by the low number of residents involved with the daily routines of the entity considered. Among the hypotheses for this low organized social involvement is the lack of incentives for the creation, maintenance and regularization of these associations, the lack of transparency and publicity about the provision of public services of local interest or the lack of regulations in this area.
