Controle social e a participação do usuário no conselho municipal de assistência social do município de Taubaté - SP

Abstract

The new model of social assistance policy that materializes with the Social Assistance System-ITS, includes advice as privileged spaces where effective popular participation, and if in fact, as public space control democratic. This study is the result of a survey carried out in the Municipal Social Assistance Council – CMAS Taubaté/SP and intended to evaluate the effectiveness of participation of users in the CMAS. Objective still meet the functioning of this instance and its mechanisms for the effective social control. In methodological terms adopted the applied research of bibliographic and documentary feature. So, out performed a survey on sources of printed materials such as books, scientific articles and affect legislation, and, in electronic medium, through access to sites such as the Ministry of Social Development, the National Council of welfare Transparency portal, among others. Presented to the Municipal law of creation of the Board, minutes of meetings, attendance, record of Decentralised Meetings and Report of the Conference. Adopted as temporal, the materials for the period of January to December 2016 2017. The main conclusion is that it is sluggish (almost nonexistent) the number of users participating effectively in the Council.
