Abstract

This study aims to identify the practices of planning and project management in the São José dos Campos transportations secretary. Seeks to understand how occur strategic planning, the processes structuring and the management of programs and projects at commissioned agency that administrate the road network. Examines the opinions of fifteen actors recently involved in performing functions of coordination and projects management. Presents an approach conceptual descriptive trough an exploratory qualitative method, identifies concepts in this context and shows types of governmental planning, policy analysis concepts, situational strategic planning, budget planning instruments, programs, projects, processes and management methodologies. Characterizes the attributions, skills and competences of the project manager and conceptualizes relevant aspects of project management with focus on inter and multidisciplinarity, on intern sectors and their interactions, on cooperation and integration between agencies, on the mult-leadership and on participatory planning of stakeholder. Examines the technic policy opinion in a undergraduate that allows scale assess cognition, experience, the discernment or training of respondents with the aid of twenty one propositions that, analyzed in context, allows to infer results. Produces an overview of the organizational structure, planning and the culture of project management in institution. Finally, it presents suggestions for improving functional changes and suggestions for this study, also its limitations and expectations.
