Classificação de vias urbanas: o Código de Trânsito Brasileiro e os planos diretores municipais no estado do Paraná

Abstract

The Municipal Master Plan - PDM is the basic tool of development policy and urban expansion. The Brazilian Traffic Code - CTB regulates the transit of any kind on land routes, open to the movement in whole national territory. The Road System’s Law, part of the PDM, as well as CTB, establishes classification’s standard to the urban streets. It was found a total number of different urban streets classifications in the PDMs in Paraná State fifty times greater than the possibilities for classification laid down by the CTB. The aim of this research was to identify the main cause of the discrepancy between the number of urban streets classifications established by CTB and the numbers found in the PDMs in the State of Paraná. As methodology, it was used the documentary research, from consulting the digital collection of the Serviço Social Autônomo PARANACIDADE of Paraná’s PDMs, aiming to identify the classification’s standard used in the Road System’s Laws, emphasizing the standard related to street’s functionality. Presented in a systematic manner, survey and analysis of the different numbers of standards and classifications found in PDMs surveyed, in contrast with what was established in the CTB. The survey results identified that the main cause of the discrepancy between these numbers was the mix or use together, in the same PDM, the standard classification of the CTB, with others different classifications, not related to the street’s functionality.
