Fatores críticos de sucesso do gerenciamento de projetos em empreendimentos de linhas de transmissão

Abstract

Electric energy is the most convenient power source nowadays and is of crucial importance for the social and economic development. The generation, transmission and distribution system in Brazil is unique in the world, due to its singular characteristics and the country’s enormous extension. This system is composed in its majority of the SIN (National Interconnected System) that connects the many regions of the country. Due to the rise of the energy demand there has also been a growth and improvement in the SIN transmission network. The power transmission lines that make up the System are very robust and complex, thus requiring very precise design and construction so as to avoid flaws in the system. However, there has been diagnosed a number of problems in the project management in this area. That said, research is made necessary to locate possible improvements to the management of these projects. Therefore the main objective of this study is: determine the Project management critical success factors in electric power transmission enterprises. In order to reach that goal, a questionnaire was composed with quantitative and qualitative questions and submitted to qualified professionals in the sector. With a multiple case study a general state of today’s power transmission projects was obtained. The qualitative analysis showed shortcomings related to time and cost in the enterprises comprised in the study and the quantitative analysis brought forward the answer to the main objective. The critical success factors obtained through the case studies are: good performance from the design company; absence of embargoes; good leadership; adequate budget, and; sufficient resources effectively allocated.
