Avaliação do impacto da transição da certificação ISO 9001:2015 e o não alinhamento com PBQP-H SiAC:2017 na estratégia organizacional em construtoras de edificações de Curitiba

Abstract

The current deceleration of turnover in the construction market affects the investment capacity of the construction companies. Updates of technical standards in the construction area were published during this period, such as the revision of NBR ISO 9001: 2015 - Quality Management Systems and the new version of PBQP-H SiAC in 2017, involving NBR 15575: 2013 - Performance of Housing Buildings. SiAC: 2017 did not adhere to the new structure of ISO 9001: 2015 generating the usual nonequivalence between them. The objective of this research is to evaluate the strategic positioning of organizations and their consequences in front of these events. The builders of buildings responsible for the largest volume of constructed area delivered in 2016 in Curitiba and certified in PBQP-H were approached. The information was collected through a questionnaire and the information was organized into histograms for comparative analysis of trends in each of the topics covered. Among the participating companies certified in the PBQP-H, only 54% maintained ISO 9001 certification. Thus, the trend analyzed is a drastic reduction in ISO 9001 adhesion and to await review of SiAC in line with the high-level structure for reassessment of interest in ISO certification. The continuity of the PBQP-H certification was motivated by the maintenance of its requirements structure in accordance with the previous version of ISO 9001 and by the requirement of certification by financial institutions that provide financing for the construction. Concerning the PBQP-H upgrade, including the building performance standard, builders believe that these requirements will reduce the volume of viable residential developments because the market is unprepared for the requirements level.
