Planejamento: um estudo na Universidade Tecnológica Federal do Paraná

Abstract

Planning is one of the pillars of the science of managing. Its correct execution allows among other things that organizations draw goals and follow them over time. The volatile, uncertain, and complex world in which organizations, including public higher education institutions, are currently embedded, further reinforces the need to plan at the most diverse levels of management. This dissertation aims to analyze the existence and use of planning at the Federal University of Technology - Paraná (UTFPR). In order to carry out this study, the applied study methodology was used, performing a documentary study in the reports and documents used by the university to elaborate and follow the achievement of the goals of its PDI (Institutional Development Plan), comparing it with what was presented in the management reports between the years of 2013 to 2017 and what is described in the literature according to the theoretical framework where topics on administration and public governance, efficiency in public administration, planning in public administration, types of planning, planning philosophies, strategic planning, methodologies for monitoring and execution of planning, success factors and failures in planning, strategic planning stages, planning in federal institutions of higher education, elaboration of the PDI 2013-2017 and consultation of the bibliography were added for a better understanding of the theme. The correct planning allows institutions to be better prepared to act in the complex and dynamic contemporary world, and in the case of public institutions of higher education, to respond more efficiently and effectively to the wishes of society, students, teachers and servants.
