A materialização do código técnico dos institutos federais de educação, ciência e tecnologia: um estudo de caso do IFPR - campus Paranaguá

Abstract

The work seeks to understand the materialization of the Technical Code of the Federal Institutes of Education, Science and Technology (Ifs) through the perspective of Science, Technology and Society Studies (STS). Focused on the neodevelopmentalist period, during the Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016) governments, the study uses Feenberg’s Critical Theory of Technology (2010, 2015), more specifically its notion of Technical Code, to analyze how technological choices reflect power interests. Specifically, it assesses whether the Paranaguá campus of the Federal Institute of Paraná (IFPR) fulfills the purposes established by law n°. 11.892/2008 and its integration with local social and cultural arrangements. The methodology includes bibliographic review and documentary analysis, addressing the historicity of professional education in Brazil, highlighting economic growth and state investment during the Lula and Dilma mandates, which favored the creation of Ifs. This period was characterized by the expansion and internalization of the Federal Network of Professional, Scientific and Technological Education, with the creation of new educational units. The research is organized into three chapters, addressing professional education, the concept of Technical Code and its application in the IFPR-Paranaguá, based on historicity and legal regulations. The study examines the legislative evolution and the impact of science and technology policies on education, seeking to identify the materialization of the Technical Code on the Paranaguá campus, considering the interaction between human agency and the technological reorientation proposed by Feenberg, using as a method of verification material from the Technical Code Eliezer Pacheco’s considerations on verticalization, transversality, pluricurricularity, and multicampi structure.
