| Resumo: | A sociedade é constituída de recursos limitados, compete ao Estado garantir o bem estar da população e cabe a os governos locais realizar a provisão desses recursos, devendo avaliar a melhor forma de utilizá-los privilegiando a eficiência. Para isso, é necessário avaliar a eficiência em âmbito público a fim de saber se os recursos estão sendo investindo adequadamente. A educação é um setor que exerce papel importante, uma vez que o aperfeiçoamento do capital humano está diretamente relacionado com o desenvolvimento social e econômico. Com isso analisar a eficiência dos recursos investidos pelo Poder Público no sistema educacional é fundamental para o aperfeiçoamento de políticas educacionais, a fim de promover melhoria da qualidade da educação. Diante disso a presente pesquisa teve como objetivo analisar a eficiência dos recursos públicos destinados aos anos iniciais do ensino fundamental nas escolas públicas de responsabilidade dos quarenta e dois (42) municípios da região Sudoeste do Paraná durante os anos de 2013, 2015, 2017 e 2019. Para isto, utilizou-se a metodologia Análise Envoltória de Dados (DEA) com o modelo de retornos variáveis de escala (BCC) e orientação a output. Como insumos foram considerados: (i) recursos financeiros; (ii) matrículas; (iii) docentes; e, (iv) escolas, e como produto, a nota alcançada por cada um dos municípios do Índice de Desenvolvimento da Educação Básica (IDEB). Os resultados obtidos revelaram que no decorrer dos anos investigados os municípios mais populosos da região são os que apresentaram os maiores montantes de recursos financeiros destinados para a função. Indicaram também que 81% dos municípios analisados apresentaram redução na quantidade de matrículas e 55% a diminuição no número de docentes. Verificou-se ainda que a qualidade da educação aumentou, pois a grande maioria dos municípios no decorrer dos períodos alcançou ou ultrapassou a nota seis (6) no IDEB. Os resultados mostraram que nos quatro períodos analisados menos de 15% dos municípios alcançaram a eficiência 1,000, demonstrando que a grande maioria dos municípios do Sudoeste do Paraná não aloca seus recursos de forma eficiente, apresentando possibilidades de melhoria. Conclui-se ainda, que a quantidade de recursos financeiros, físicos/materiais e humanos alocados não está diretamente relacionada com a eficiência na utilização dos recursos públicos destinados à educação. |
| Abstract: | The society is composed of limited resources, it is the responsibility of the State to ensure the wellbeing of the population and it is the responsibility of local governments to make provision of these resources, and they must assess how best to use them with emphasis on efficiency. Thus, it is necessary to assess efficiency in the public sphere in order to determine whether the resources are being properly invested. Education is a sector that plays an important role, since the improvement of human capital is directly related to social and economic development. In this way analyzing the efficiency of the resources invested by the Public Power in the educational system is fundamental for the improvement of educational policies, in order to promote improvement in the quality of education. Therefore, the purpose of the present research was to analyze the efficiency of public resources destined to the initial years of basic education in public schools of responsibility in the forty-two (42) municipalities of the Southwest region of Paraná during the years 2013, 2015, 2017 and 2019. For this purpose, the Data Envelopment Analysis (DEA) methodology with the variable scale return (BCC) and output orientation model was used. As inputs were considered: (i) financial resources; (ii) enrollments; (iii) teachers; and (iv) schools, and the score achieved by each municipality in the Basic Education Development Index (IDEB) was considered as a product. The results obtained revealed that over the years investigated the most populous municipalities in the region have the largest amounts of financial resources allocated to the function, they also indicated that 81% of the municipalities analyzed showed a decrease in the number of enrollments and a 55% in the number of teachers. It was also verified that the quality of education has improved, as the vast majority of municipalities in the course of the periods have reached or exceeded grade six (6) in the IDEB. The results showed that in the four periods analyzed less than 15% of the municipalities analyzed achieved efficiency 1,000, showing the vast majority of municipalities in Southwest Paraná do not allocate their resources efficiently, presenting possibility for improvement. It is also concluded that the amount of financial, physical/material and human resources allocated is not directly related to the efficient use of public resources for education. |
