| Resumo: | A partir da publicação da Constituição de 1988, da implantação do SUS, dos surgimentos dos conselhos e das informações do Ministério da Saúde, no qual ocorreu uma participação ativa da sociedade nas decisões nas três esferas governamentais, esta monografia tratou sobre a análise do funcionamento do Conselho Municipal de Saúde do município da Lapa, no estado do Paraná, durante o período dos anos de 2018 e 2019. Foi possível descrever os objetivos dos conselhos municipais de saúde; descrever a atual composição e o funcionamento do conselho municipal de saúde da Lapa e comparar os itens do regimento do município com a atuação dos conselheiros descritos nas atas. Neste sentido, foi realizada a leitura das atas das reuniões, verificado a composição do conselho municipal, com seus propósitos, disposições, atribuições e competências, composição/estrutura/organização contidas no Regimento Interno Municipal e a atuação dos conselheiros. Nesta perspectiva, foi utilizada a pesquisa bibliográfica no referencial teórico e na metodologia, na busca de artigos relacionados à saúde da sociedade através dos órgãos competentes na rede pública destinada à saúde, à pesquisa eletrônica e documental no aproveitamento e organização de dados das atas das reuniões e a pesquisa descritiva na análise e comparação das informações registradas em atas da atuação dos conselheiros do município com o seu Regimento Interno. Nesta circunstância, a pesquisa demonstrou que na grande maioria das atribuições e competências que constam no Regimento os conselheiros estão cumprindo e executando as funções para o funcionamento do conselho. Porém, a principal que ainda não é exercida é o amplo conhecimento dos integrantes na área da saúde, e para isso é preciso que haja capacitação para esses conselheiros. Neste contexto, nota-se que o conselho municipal tem grande importância nas decisões que envolvem a área de saúde do município e precisam do apoio e da participação da sociedade. |
| Abstract: | From the publication of the 1988 Constitution, the implementation of the SUS, the emergence of the councils and information from the Ministry of Health, in which there was an active participation of society in the decisions in the three governmental spheres, this monograph dealt with the analysis of the functioning of the Municipal Health Council of the municipality of Lapa, in the state of Paraná, during the years 2018 and 2019. It was possible to describe the objectives of the municipal health councils; describe the current composition and functioning of the municipal health council of Lapa and compare the items of the municipality’s by-laws with the performance of the councilors described in the minutes. In this sense, the minutes of the meetings were read, and the composition of the municipal council was verified, with its purposes, dispositions, attributions and competencies, composition/structure/organization contained in the Internal Municipal Regulation and the performance of the councilors. In this perspective, it was used the bibliographic research in the theoretical reference and methodology, in the search of articles related to the society’s health through the competent organs in the public network destined to health, the electronic and documentary research in the use and organization of data from the minutes of the meetings and the descriptive research in the analysis and comparison of the information registered in the minutes of the council members’ performance with their Internal Regulations. In this circumstance, the research has shown that in the great majority of the attributions and competences that are included in the Regulation, the councilors are fulfilling and executing the functions for the functioning of the council. However, the main one that is not exercised yet is the broad knowledge of the members in the health area, and for that, it is necessary to provide training to these counselors. In this context, it is worth mentioning that the municipal council has great importance in decisions involving the municipality’s health area, and need the support and participation of the society. |
