Aquisição da merenda escolar: um estudo de caso nas escolas públicas estaduais de Paranavaí

Abstract

The PNAE (National Program of Pertaining to school Feeding) was implanted to guarantee, by means of the transference of financial resources, the pertaining to school feeding of the pupils of the infantile education and basic education. The good functioning of the program depends on the performance of some responsible ones, each one has to make its part. The entities executors, who can be city halls, federal secretariats of education of the states or the Federal District and schools, receive the money, buy the products of merenda and give accounts to the Advice of Alimentação Escolar (CAE). In this context, the present article has as objective generality, to know the system of purchases of merenda pertaining to school in the state of the Paraná, that must always be preceded of licitation. For in such a way, it searched to know the system of purchases of merenda pertaining to school; its modalities; the laws that conduct the purchase of the pertaining to school feeding; To identify the products that merenda still composes and, to know the form of election of suppliers, the supply control, the distribution and transport of the same ones. It was used as methodology, the bibliographical revision, searched in National official documents and of the State of the Paraná, beyond specialized literature that approaches the thematic one. As result, it was observed that the acquisition of merenda pertaining to school in the Paraná is fiscalized, for competent agencies, and any acquired food necessary to be in accordance with the current law. At last, the program passes for a rigorous system of fiscalization.
