Lideranças comunitárias e agenda política municipal: o caso de São José dos Campos (SP)

Abstract

This paper describes the importance of community leaders and their role in shaping the public agenda Municipal in Sao Jose dos Campos (SP). Its main objective is to investigate the importance of the role of community leader in the implementation of municipal policies, its contribution to participatory management and the formulation of the agenda. The survey of economic indicators indicates a developing city with great political and financial autonomy. The geographical location and the fact that less than 100 kilometers from the capital and the port of San Sebastian in the business aviation industry attracted, automobile, textile, electronic, mobile phones, among others, which encouraged public policies for technical education, zoning and developed the services and trade. The human development index HDI is considered high in Sao Jose dos Campos (above 0.800). With a population that now exceeds 600 000 inhabitants, the municipality has little representation at the public hearings to define the application of the municipal budget and the priorities of the agenda, community leaders are structured through the neighborhood associations that are linked to the representatives in the legislature that tilts the decisions of political campaing promises.
