Audiência pública como instrumento de participação popular no município de Monteiro/SP

Abstract

This paper aims to analyze and describe how has been the experience of the city of Monteiro Lobato / SP and conducting pubic hearings and on the participating public audience. Through interviews seek to know the executive, the legislature and the citizens as it has been treated and how much there is of interest to everyone in audience participation. For the analysis of this research, in addition to consulting the relevant bibliographic material to the issue, it was necessary to conduct interviews to know the opinion of various stakeholders, namely managers, between mayor and municipal secretaries, councilors and residents who are key players in popular participation. Research has shown that the public hearing has been timidly implemented in the town, it was not popular participation instrument adopted in the previous administration, having started with the new management. However has much to be developed both by the executive, legislative, as the citizens who show little interest in participating, either for lack of culture, either for lack of technical knowledge of the issues discussed. We also note the statements in the interviews failure in the dissemination of public hearings and better detail the agenda to be discussed, since the broad issues do not attract the attention of people who prefer to discuss the problems that affect directly. We conclude that the public hearing while popular participation instrument can contribute to the debate, discussion and resolution of problems in Monteiro Lobato from the time when the population is educated and learn to discuss the problems with improvements proposals and that these demands are in fact resolved by the government lest he fall into disrepute of the population, however, there is still a lot to be mature for new instrument used in the city, both for citizens and for the actors themselves of the executive and legislative.
