Abstract

The present work aims to analyze the scenario of public purchases in the regions of Poços de Caldas, Pouso Alegre and Santa Rita do Sapucaí in southern Minas Gerais, presenting the difficulties that municipalities in these microregions have in the acquisition of goods / services. For this purpose, a field research was conducted through questionnaires, literature and consultations of works addressing the topic, in laws, regulations, decrees and other regulations, as well as data collection relating to the processes implemented by municipalities in the transparency of the portal of the Court of Accounts of Minas Gerais State. This analysis unfolded through understanding of correlated concepts such as the planning of purchases and the obligation to bid. The importance of Materials Management and its subprocess of Purchasing. The role of the purchaser in a Public Institution. The training of servers that participate in the purchase process. The feasibility of recruitment of specialized consultancy in public purchase by public agencies. All of these topics bring to the study an overview of the effectiveness of public purchasing in the microregions studied.
