| Resumo: | Em linhas gerais o trabalho apresenta o significado das Palavras: Licitação e Controle, e traz uma reflexão aos brasileiros no sentido de que no Estado Democrático de Direito o Povo é detentor do Poder, por isso deve fiscalizar os atos de quem os representa no comando da Máquina Pública. Assim, através de elucidações doutrinárias e midiáticas, mas principalmente de imperativos legais, explica-se as ferramentas para que ocorra o Controle, especificamente no procedimento licitatório. Ressalta também a importância dos Princípios do Direito Administrativo, e sua aplicação na licitação para a defesa do bem comum, sendo estes implícitos e expressos em vários artigos da Lei Geral de Licitação. Por conseguinte, o trabalho elucida como alguns artigos da referida Lei cumprem a função de subsidiar, sugerir e até impor o efetivo controle público, tendo em vista que há muita ilegalidade nas contratações Públicas. Mas, sobretudo, a reflexão ressalta quão valoroso é para a Probidade e Eficiência Administrativa o conhecimento do meios de controle no Processo de Licitação. |
| Abstract: | Generally speaking the work presents the meaning of the words: Auction and control, and brings a reflection Brazilians in the sense that the democratic rule of the People's Law holds the power, so it should oversee the activities of who represents them in charge of Public machine. Thus, through doctrinal and media elucidations, but mostly legal requirements, explained the tools to occur the control, specifically in the bidding process. It also stresses the importance of the principles of administrative law, and its application in the bid to defend the common good, which are implicit and expressed in several articles of the Prior Information Act.
