Modalidades de licitações: análise das consequências geradas em função de sua escolha

Abstract

Public agencies are non profit entities, which have as main objective the public interest. In order to ensure the satisfaction of all collective needs, it is necessary to use properties and services, which must be purchased, as determined by law, through the bidding process. This study aimed to explore and analyze biddings occurred in public entities, in accordance with the principles that govern them. In this work are contained all the rules and laws applied to public bidding process and modalities in which were selected and analyzed the data from the process of purchases of medicines performed for thirty public entities in the states of Parana and Santa Catarina during the year 2013. The results presented here demonstrate the wide use of the method of pregao, electronic or presence, in procurement processes of entities. It was observed that the signed values in biddings analyzed significant distortions that could lead to an analysis in particular were not found. It was verified before each public entities, what were the factors that led them to choose to a particular form of bidding for the purchase of medicines, showing that for every modality advantages and disadvantages occur when compared with each other. But, independent of the modality used by the entity, the results showed similarity in the signed values in each of the bids.
